A top priority in President Barack Obama's National Security Strategy is the ambition to "strengthen international standards and institutions" and spread the norms that protect basic human rights — including the rule of law.
But chances for success are slim — unless the United States and its democratic allies demonstrate enough political will to defend these rules-based global institutions from a number of serious threats.
