In the 14th edition of Nations in Transit, an annual assessment of democratic development in 29 countries in Europe and Eurasia, Freedom House found that the governance systems of the authoritarian countries of the former Soviet Union are resistant to reform, making them vulnerable to the volatile outcomes of those recently seen in the Middle East and North Africa. The findings of the report were released at a panel discussion at Legatum Institute in London featuring David Kramer and Chris Walker of Freedom House as well as Edward Lucas from the Economist, and Legatum's Anne Applebaum (also from the Washington Post) and Jeffrey Gedmin.
