Rights Groups Address Freedom of Expression Concerns in Azerbaijan

Freedom House today joins ten organizations from the International Partnership Group for Azerbaijan on a three-day mission to Baku, Azerbaijan to meet with journalists, human rights defenders, government officials and other civil society activists on critical freedom of expression issues in advance of the country's November parliamentary elections.
 
The International Partnership Group for Azerbaijan are active in working towards the promotion and protection of freedom of expression in Azerbaijan. Representatives from the organizations will highlight their serious concerns regarding the deteriorating freedom of expression situation, including the continued imprisonment of journalists and bloggers, acts of violence and ill-treatment against journalists and impunity for those who commit these acts, and the need for the Azerbaijani authorities to bring all national legislation into compliance with international freedom of expression standards, including through decriminalizing defamation.
 
“The continuing decline of press freedom in Azerbaijan demands international attention as journalists, bloggers and activists have come under increasing threat,” said Freedom House’s Freedom of Expression Officer Courtney C. Radsch. “Through this trip, we express our solidarity with Azeri journalists and citizens who are working to expand freedom of expression and will use this opportunity to make specific recommendations to the Azerbaijani government on how it can improve the situation.”
 
Organizations participating in the mission include ARTICLE 19, Freedom House, Index on Censorship, Institute for War and Peace Reporting, International Federation of Journalists, Media Diversity Institute, Press Now, Open Society Foundations, Reporters sans Frontières, and World Association of Newspapers and News Publishers.
 
Azerbaijan is ranked Not Free in Freedom in the World 2010, Freedom House's survey of political rights and civil liberties, and Not Free in Freedom of the Press 2010.
