Terms of Reference

I. Background

Freedom House promotes the spread of freedom and democracy around the world through research, advocacy, and programs that support frontline activists. We are a leader in identifying threats to freedom through our highly regarded analytic reports, including Freedom in the World, Freedom of the Press, Freedom on the Net, and Nations in Transit. With 13 field offices and two U.S. offices, we support the right of every individual to be free.

Through its office in Kyiv, Ukraine, Freedom House (FH) currently implements four projects aimed at supporting the development of democracy and human rights protection mechanisms in Ukraine, in particular in the areas of freedom of association, freedom of expression, civic oversight of the authorities, and LGBTI rights. In addition to activities that are part of our current projects, the FH office in Ukraine represents FH reports and positions in Ukraine and undertakes a variety of other public campaign initiatives to support human rights in the country.

II. Description of Service

Freedom House seeks a media and communications consultant to develop and implement an overarching media and communications strategy for Freedom House in Ukraine, as well as four project-specific media and communications plans that will support achievement of project-specific objectives. Applicants must have native-level knowledge of Russian and Ukrainian; English language skills are a plus.

Phase I of consultancy

  • Develop communications strategy for FH in Ukraine, including overarching messages for the organization
  • Develop social media strategy for FH in Ukraine
  • Develop media and communications tools for FH in Ukraine that effectively share messages with the media and the wider public
  • Develop and update media list based on existing FH in Ukraine media list
  • Establishing media monitoring tools/methodology for staff to monitor coverage and mentions

Phase II of consultancy

  • Support implementation of media engagement strategy
  • Support implementation of media and communications tools

Project 1 Strategy – Civic Engagement and Oversight

Phase I of consultancy

  • Facilitate a one-day seminar with FH in Ukraine and Ukrainian partners to develop media and communications plan
  • Develop media and communications plan for project in partnership with FH in Ukraine and Ukrainian partners following the one-day seminar
  • Develop brand book, necessary for implementation of media and communications plan

Phase II of consultancy

  • Support implementation of media and communications plan

The consultancy will take place in two phases:

Phase I – Development of Communications Strategies, Plans, and Tools - (approximately 4 months of part-time work)

Phase I of the consultancy will consist of developing strategies, plans, and tools that will be implemented by the consultant in close collaboration with FH in Ukraine staff during Phase 2. The strategies, plans, and tools to be developed are as follows:

A – Ukraine Strategy

  • Communications strategy for FH in Ukraine: The strategy should draw upon Freedom House’s organizational strategy, existing FH in Ukraine policies and practices, and project-specific plans to facilitate FH in Ukraine’s effective engagement with Ukrainian and international media, the Ukrainian government, and Ukrainian public. The strategy should include overarching messages for the organization, which can be used in its public communication.
  • Social media strategy for FH in Ukraine: The strategy should draw upon Freedom House’s organizational strategy, existing FH in Ukraine policies and practices, and project-specific plans to facilitate FH in Ukraine’s effective engagement on social media. Strategies for effectively engaging comments/discussions on social media should be included, as well as an analysis of existing social media presence and engagement.
  • Media and communications tools for FH in Ukraine: The consultant should develop a menu of communications tools that FH in Ukraine can implement in various circumstances to effectively communicate to the public and the media about FH’s position on a question or activities. Among the tools should be those implemented with the support of FH headquarters, such as FH statements and social-media posts in English and Ukrainian, to that effectively share messages with the media and the wider public
  • Media list based on existing FH in Ukraine media list: FH in Ukraine has a media list of approximately 700 contacts. The consultant to should optimize and update the list.
  • Media monitoring tools/methodology: The consultant should identify and establish simple media monitor tools for FH in Ukraine staff to monitor coverage and mentions of FH in Ukraine and partners in Ukraine.

B - Project 1 Strategy – Civic Engagement and Oversight

  • One-day seminar with FH in Ukraine and Ukrainian partners: The consultant will facilitate a one-day seminar to develop a media and communications plan for a new project aimed at supporting civic engagement with and oversight of government bodies, with the goal of demonstrating how partnership and engagement between the two can be mutually beneficial and productive. The project consists of regional- and national-level activities by FH in Ukraine and three Ukrainian NGOs, which should be taken into consideration in organizing the seminar and developing the media and communications plan.
  • Media and communications plan for project: Following the one-day seminar, the consultant will develop a media and communications plan for the project based on topics discussed and decisions made at the one-day seminar.
  • Brand book: Following the one-day seminar, the consultant will develop a brand book for the project in order to facilitate effective media engagement and communications about the project and its key messages.

C - Projects 2-4 Strategies – FOE, LGBTI Rights, Civil Society

  • Basic communications plan for project: The consultant will develop a basic media and communications plan for the project in consultation with FH in Ukraine staff.

Phase II – Support Implementation of Developed Communications Strategies, Plans, and Tools - (approximately 1 year of part-time work)

During Phase II of the consultancy, the consultant will facilitate, on an as needed basis, implementation of the strategies, plans, and tools developed in Phase I in close collaboration with FH in Ukraine staff. We expect approximately 20 hours of work per month.

III. Deliverables

The consultant will provide Freedom House with the following deliverables following Phase I:

The consultant will provide Freedom House with the following deliverables following Phase II:

  1. Support for implementation of strategies and tools developed under Phase I
  2. Report detailing all activities conducted under Phase II

​​IV. Compensation

The consultant will be paid a fixed fee for services provided under Phase I according to the following schedule:

  • 20% following delivery of Deliverable 1
  • 80% following delivery of Deliverables 2-11

The consultant will be paid a based on actual hours worked and billed for all activities under Phase II.
