Senior Program Manager, Asia Programs

Colleen Scribner (she/her) is Senior Program Manager for Asia Programs, managing human rights and democratic resilience programming across the region. She is also a 2023-2024 Penn Kemble Democracy Forum Fellow at the National Endowment for Democracy. Prior to returning to Freedom House, she was Senior Manager for Protection Programs at the Artists at Risk Connection program of PEN America, where she oversaw a portfolio of safety training, technical assistance, and emergency grantmaking for global artists at risk. Before that, she worked over five years on Freedom House’s Emergency Assistance Program (EAP), where she designed and implemented rapid response grantmaking, civil society protection, and socio-political change programs for at-risk civil society organizations, human rights defenders, whistleblowers, and marginalized populations in restrictive spaces globally. She has also held roles at the Public International Law and Policy Group and the Global Fund to End Modern Slavery. In 2020, she was selected as Young Professionals in Foreign Policy's Human Rights Fellow. She holds an M.A. from American University’s School of International Service in Global Governance, Politics, and Security and a B.A. from Occidental College in Diplomacy and World Affairs.
