Emily Taylor
Chief Operating Officer
Emily currently serves as Freedom House’s Chief Operating Officer. She previously oversaw budgeting, accounting, procurement, human resources and information technology as Chief Financial and Administrative Officer at America’s Promise Alliance, a nationwide non-profit dedicated creating the conditions for success for all young people.
For the previous 14 years, Emily has held leadership positions managing all aspects of budget and operations for multiple U.S. government organizations. Most recently, she was the Regional Director for the Western Hemisphere in the Office of U.S. Foreign Assistance Resources at the U.S. Department of State managing a team overseeing the U.S. government’s security, humanitarian, health and economic/development assistance for Mexico, Central America, the Caribbean and South America. She also served as the Vice President of Administration and Finance for the Millennium Challenge Corporation and the Chief of Staff to the Chief Financial Officer of the U.S. General Services Administration.
Prior, Emily served as a senior advisor to the Director of U.S. Foreign Assistance Resources at the Department of State, managing a $30+ billion State/USAID budget, providing technical advice and counsel on annual appropriations and resource allocations and leading complex budget formulation and execution processes. She has also served in the International Affairs Division at the White House Office of Management and Budget, where she managed the international affairs budget and served as the lead examiner for assistance to the Middle East and North Africa.
Emily received her BA and MA in International Affairs from the George Washington University.
