Europe

For decades Europe has maintained an exemplary level of respect for democratic standards and human rights, and has generally continued to do so in recent years despite serious economic turmoil. Nevertheless, many countries have developed problems related to their treatment of immigrants and minorities, and press freedom faces threats in a number of states. In addition, several countries in the Balkans are still consolidating their democratic institutions and will require further monitoring to ensure continued progress. Through its presence in Brussels, Freedom House works to address these issues and to increase Europe’s role in supporting the spread of democracy abroad.

One-third of the candidates for the November 2012 UN Human Rights Council elections are unqualified for the job, according to a new Freedom House policy paper. These countries fail to meet the UN's criteria that council members must “uphold the highest standards in the promotion and protection of human rights.”

"Assessing the 2012 UN Human Rights Council Elections” evaluates the 18 candidates running for seats on the UN Human Rights Council to determine if they meet the UN’s stated criteria that members must “uphold the highest standards in the promotion and protection of human rights.”

Freedom House welcomes the resolution passed October 3 by the Council of Europe Parliamentary Assembly (PACE) that sets concrete criteria for what defines a “political prisoner,” the first time such criteria has been documented by a major intergovernmental organization.

Freedom House’s recently released Freedom on the Net report found that more countries have suffered declines in internet freedom than improvements since the last edition, providing a powerful reminder of the challenges for international policies to promote freedom online. These policies are struggling to keep up with rapid changes in information and communication technologies, and with the increasingly sophisticated restrictions on internet freedom around the world.

Programs

The Lifeline Embattled CSO Assistance Fund provides emergency financial assistance to civil society organizations (CSOs) under threat or attack and advocacy support responding to broader threats to civil society. 

Freedom House administers several funds which offer emergency assistance to organizations and individuals around the world who are under threat because of their human rights work.
