Europe

For decades Europe has maintained an exemplary level of respect for democratic standards and human rights, and has generally continued to do so in recent years despite serious economic turmoil. Nevertheless, many countries have developed problems related to their treatment of immigrants and minorities, and press freedom faces threats in a number of states. In addition, several countries in the Balkans are still consolidating their democratic institutions and will require further monitoring to ensure continued progress. Through its presence in Brussels, Freedom House works to address these issues and to increase Europe’s role in supporting the spread of democracy abroad.

The Lukashenka regime’s decision to force Sweden to close its embassy in Belarus for its support of human rights and alleged contact with opposition groups is the most recent example of the outrageous behavior of the government in Minsk and underscores the need to adopt stronger measures against Europe’s last dictatorship. Freedom House and the Center for European Policy Analysis (CEPA) urge other European countries to show solidarity with Sweden in its efforts to draw attention to human rights abuses in Belarus.

Freedom House finds unacceptable the expulsion of the Swedish Ambassador to Belarus on August 3. Ambassador Stefan Ericsson may have been expelled in what many regard as Lukashenka’s retaliation for the teddy bear drop incident that took place on July 4.

Freedom House welcomes the appointment of Stavros Lambrinidis as the European Union’s first Special Representative for Human Rights (EUSR) on July 25.

At a recent conference on modern monarchy in London, Princeton University professor David Cannadine observed that monarchy “has not been a growth industry” over the last century, and that most of the monarchies that have disappeared were authoritarian in nature. Data from Freedom in the World support this notion, which should serve as both a warning and a spur to democratic reform for the few authoritarian monarchies that remain, especially in the Middle East. But the transition to democracy need not be a matter of mere survival: monarchies already in the democratic camp seem to excel, scoring disproportionately well among the world’s free countries.
