Newspapers must reapply annually for licenses to publish and are thus subject to governmental influence. "Insulting" officials or the government can lead to criminal prosecution. Charges of defamation or such threats were brought frequently against journalists. Flogging or arrest may be ordered under the "insult" law. Such pressures on the news media were slightly reduced last year.
