Camaran Pipes
Director, Global Programs and Strategic Initiatives
Camaran Pipes has more than twenty years of experience in designing, implementing, and managing programs focused on democracy, human rights and governance capacity building and technical assistance. Much of her work has involved civic engagement, peacebuilding, combating violent extremism, community development with marginalized populations, and the role of women in peace and security, with related programs in Asia, the Middle East, Eurasia, and Africa.
In her current role, as Director of Global Programs and Strategic Initiatives, Camaran oversees Freedom House's broad global programs portfolio, ensuring continuity of operations and organizational integration of programs that are ongoing, working with staff to synthesize and build on programmatic work.
As Asia Director prior to 2025, Camaran was responsible for leadership, oversight, management and mentoring of a global team of nearly 40 regional and human rights specialists who codeveloped and managed results-oriented human rights and development programs across Asia - programs that supported people to be able to more effectively, safely, and strategically advocate for the realization of their human rights.
Prior to joining Freedom House, Camaran worked with Tides, where she managed a grant portfolio engaging civil society organizations throughout Asia to protect, defend, and promote civic space. She previously held positions with Management Systems International, the Office of the UN High Commissioner for Human Rights Regional Office for Southeast Asia, Equal Access International, and Salam Institute for Peace and Justice. She holds an MPA in international management, with a focus in human rights and peacebuilding, from the Monterey Institute for International Studies.
