Emily Couch

Program Officer, Europe and Eurasia Programs

Emily Couch is a Program Officer on Freedom House’s Europe & Eurasia Program team. In this role, she leads the day-to-day operations of the Ukraine portfolio, which includes projects on freedom of expression, civic oversight of the security services, countering hate-motivated violence, and war crimes accountability efforts. Prior to joining Freedom House, she held programmatic roles with PEN America and the National Endowment for Democracy where she also focused on Ukraine and the broader Eurasia region. Emily holds a master’s degree in Eastern European & Eurasian studies from University College London and a bachelor’s degree in English Literature from King’s College London.
