Kat Walsh

Director for Strategy, Evidence and Learning

Kat Walsh is the Director for Strategy, Evidence and Learning at Freedom House where she leads the execution of our strategic plan and builds an evidence-based case for human rights and democracy interventions.  Prior to Freedom House, Ms. Walsh spent over a decade working at the US Agency for International Development where she most recently served as a Senior Foreign Policy Advisor to Agency leadership in the Office of the Administrator,  shaping USAID’s position on White House and National Security issues. Prior to this,  she served as the Director for Human Rights, Democracy and Conflict on the National Security Council- where she coordinated and led U.S. Government foreign policy on issues pertaining to human rights, international conflict, gender empowerment and democracy. In her time there, she led the development and execution of US Strategies including the Women, Peace and Security Strategy. She is a graduate of Miami University and holds a masters in Trinity College in Dublin.
