- The country’s citizenship-by-investment program remained an important source of revenue during the year, having earned an estimated EC$382 million (US$141 million) in 2023. To further address concerns about the program’s vulnerability to abuse, a ban on applicants from certain sanctioned countries was extended to Yemeni nationals in April, and a higher pricing structure took effect in July.
- In June, Parliament adopted a package of legislation designed to combat gun-related crime, increasing the penalties for such offenses and removing the power of magistrates to grant bail to those facing charges under the Firearms Act.
- In October, the High Court ruled that flogging and whipping—penalties that were still present in the country’s criminal code—were unconstitutional, finding that they amounted to degrading and inhuman punishment or treatment and were discriminatory in that they could only be applied to men.
- In November, a judge ruled against former Deputy Prime Minister Gregory Bowen in a high-profile lawsuit dating to 2021, in which Bowen alleged that the Grenada Broadcasting Network had defamed him. He was ordered to pay compensation for legal costs to the media outlet.
