The Federated States of Micronesia (FSM) is a relatively stable democracy that holds regular, competitive elections. However, secessionist movements have sometimes unsettled the country’s politics and threatened its unity. The judiciary is independent, and civil liberties are generally respected.
- In March, the United States completed its legal enactment of an updated Compact of Free Association (CFA) with the FSM. Since 1986, the CFA had allowed the US military to operate in the FSM in exchange for defense guarantees, development assistance, and the right of FSM citizens to live and work in the United States. The latest renewal of the compact would provide $3.3 billion in aid to FSM over a 20-year period.
- Also in March, the president declared a state of emergency due to severe drought, releasing funds for disaster relief. In keeping with FSM law, the country’s Congress regularly reviewed the state of emergency and extended it through late September, by which time drought conditions had eased somewhat.
