In a world of globalization, repressive states are increasingly transcending territorial borders to target populations who have fled abuses at home to seek safety abroad. Through tactics such as killings, abductions, abuse of extradition proceedings, digital surveillance, repressive states do not shy away from transnational repression, intimidating and coercing those beyond their territorial jurisdiction whom they see as dissidents, troublemakers, or threats.
