As voters headed to the polls on February 18, Ugandans experienced difficulties accessing social media and faced postponements, lack of voting materials, and increased military presence. 

Freedom House urges security forces, all political parties, and militia groups such as the Crime Preventers to refrain from violence.

Opposition presidential candidate Kizza Besigye was briefly detained in Kampala following clashes between police and supporters of the Forum for Democratic Change party. 

With general elections set for early 2016, the government and ruling party have made a mockery of the reform process they initiated last year.

Freedom in Sub-Saharan Africa 2007

Freedom House released an analysis of democracy in sub-Saharan Africa showing that the region has experienced notable increases in freedom over the past generation, although more setbacks than gains were seen in 2006.


Freedom House led a four-day International Joint Partnership Freedom of Expression mission to Uganda to examine the country’s freedom of expression environment in 2010.
