Each scorecard below features a country’s Freedom in the World rating and score, Freedom on the Net rating and score (where applicable), and areas of concern in political rights and civil liberties where we believe a country underperforms.

Participating countries are expected to emerge from the Summit with commitments to defend democracy at home and abroad during the year of action that follows the Summit. The areas of concern highlighted in each scorecard are where we believe participating countries should focus their commitments. We look forward to working with civil society partners around the world to monitor participating governments’ follow through in the coming year.
